Europe, the instigator of war, is preparing for war...

The EU, a warmonger, is preparing for a global imperialist war !
In October 2025, the European Union adopted what it calls the "Defence Roadmap 2030".
Behind this technocratic title lies the heart of a much larger project : to transform the whole of Europe into a permanent war machine.
This document sets out the priorities for armaments, the amounts, the infrastructure to be adapted, and the deadlines to be met.
By 2035, European military budgets must reach approximately 3.5% of GDP, amounting to several hundred billion more each year.
The aim is to build a common air and missile shield, a space-based defense system, fleets of drones and anti-drone systems, and a modernized ground combat capability.
Civilian roads, ports, railways and airports will be integrated into military corridors to rapidly transport troops and armored vehicles.
A fund called SAFE will mobilize nearly 150 billion euros in loans to finance joint arms purchases, while a second mechanism, ReArm Europe, could channel up to 800 billion euros over a few years.
Each autumn, an annual preparedness report will be presented to the European Council to ensure that everything is progressing according to schedule.
Thus, this plan is not a one-off reaction : it establishes a permanent organization of war.
Industry, research, finance, transport and even education are now being called upon to converge towards the same goal.
Europe is rearming ; more profoundly, it is reconfiguring itself.
Capital is no longer in crisis : it is moribund
To understand this turning point, we need to look at what it conceals.
European capitalism is not entering a new phase of expansion : it is collapsing in on itself.
We often talk about a “crisis”, but this word implies a possible way out, a rebalancing.
But the system no longer has one.
It can no longer develop, nor conquer new markets, nor invest its profits in useful production.
It now lives by devouring itself, like an organism that no longer has the strength to regenerate.
Every “stimulus plan”, every “green transition” is just another lifeline to artificially keep alive an already dead economic body.
A dying capital has only one function : to destroy.
Destroying value, productive forces, territories, entire generations : that is its only breath.
And war, in this logic, is no longer an option : it is a vital necessity.
When there are no more markets, you have to manufacture their disappearance.
When there is no more profit, you have to produce in order to destroy and destroy in order to produce.
A bomb manufactured, delivered, exploded, replaced : this is the perfect rotation of dying capital.
This is why the "Defense Roadmap 2030" is not just a military program : it is the administrative face of the decomposition of capitalism.
Global imperialism, not just Russia
European leaders justify this approach by citing the “Russian threat.”
But reducing the war to the East is to divert attention from the real process : that of a global imperialist realignment.
The same logic of rearmament and control is deployed in Africa, in the Indian Ocean, in Madagascar, in New Caledonia, and as far as the Pacific.
Everywhere, the major powers divide up maritime routes, mineral resources, and strategic positions.
Europe is engaging in this not as a victim, but as a full-fledged actor.
What is being built is not the “defense of the continent,” but a competing imperial bloc in the struggle for global domination.
And for a bloc to hold together, its members must be disciplined.
External militarization requires internal submission.
The same state that equips tanks cuts funding for hospitals, closes schools and freezes wages.
The same “security” that claims to protect borders is cracking down on protests, monitoring networks, and criminalizing dissent.
Under the guise of “preparation”, the restriction of democratic rights is being organized.
The war outside and the repression at home are the two jaws of the same clamp.
Socialist-military program of the revolution — immediate tasks
We are not pacifists : we are revolutionaries.
Our duty, in this period of preparation for imperialist war, is the one Lenin formulated in 1914 : to transform the war between states into a war of the proletariat against the bourgeoisie.
The European Union is rearming to defend not peace, but capital.
In this context, the immediate tasks of the workers’ movement are those defined by the Bolsheviks during the First World War : to defend class positions, maintain the political independence of the proletariat, and prepare for the seizure of power.
1. Defend the living conditions of the proletariat against imperialist war
The militarization of the budget is a direct attack on the working class : increased military spending, cuts to healthcare, education, and pensions.
Our slogan : Not a penny, not a man for imperialist war !
We demand the requisition of arms companies’ profits, workers’ control of factories, and the immediate conversion of military production into social production.
This is the first line of defense against the economic dictatorship of capital.
2. Defend democratic freedoms as a battleground for class struggle
Every external war prepares the way for internal war.
Security decrees, censorship, profiling, and the criminalization of strikes are the instruments of the bourgeoisie to disarm the proletariat before the confrontation.
We defend the rights of assembly, of the press, of strike, and of organization—not out of formal attachment, but because they are the political weapons of the working class.
Without these freedoms, no revolutionary struggle is possible.
3. Defend class independence against all imperialist blocs
Neither with NATO, nor with Moscow, nor with Beijing, nor with Trump : our camp is that of the workers of all countries.
The European proletariat must refuse to subordinate itself to “its” bourgeoisie under the pretext of an external threat.
Against “national defense”, we oppose the international solidarity of the exploited ; against imperialist coalitions, the revolutionary confederation of free peoples.
4. Defend the mass organizations of the proletariat
Decision-making and sovereign assemblies, neighborhood councils, yellow vest committees, unions freed from their bureaucratic leadership and sold to the power, strike committees, workers’ collectives must become the embryos of an alternative power.
We must wrest them from reformist influence and transform them into organs of political struggle, capable of coordinating strikes against the war, preventing arms deliveries, and imposing worker control over production and distribution.
This is the concrete path towards united workers’ and soldiers’ committees, the foundations of revolutionary power.
5. Defend international solidarity and the prospect of power
The struggle against war can only be won if it is unified globally.
Every strike, every local resistance movement must reach out to workers in other countries : this is the only legitimate “military coalition” of the proletariat.
Our goal is not the coexistence of empires, but their overthrow.
The Defense 2030 Roadmap prepares the world war of the bourgeoisies ; our task is to prepare the international social war of the exploited against their masters.
This is what must be defended immediately :
– the lives and wages of workers against death-dealing budgets ;
– democratic freedoms against the police state ;
– the political independence of the working class against imperialist blocs ;
– mass organizations against their reformist subordination ;
– international workers’ solidarity against the division of peoples.
It is from these positions that the Bolshevik-Leninist organization of the proletariat can be reborn : one that not only rejects war, but turns it against its instigators.
